Can the President of the jury be a local teacher?
Yes.
Article 18 of the decree of May 25, 2016, "[...] The members of the jury appoint a president and, if necessary, a rapporteur for the defence. The president must be a professor or equivalent or a teacher of equivalent rank. The thesis director participates in the jury, but does not take part in the decision".
The thesis director cannot be designated as president of the jury.
The president of the jury may be attached to the Université de Lorraine or to another university.-

Can a non-HDR teacher who has not applied for ACT be recognized as a co-director of a thesis?
No.
A non HDR teacher-researcher who engages in the supervision of a thesis must imperatively request an Authorization to Co-Direct a Thesis (ACT) to be officially recognized as a thesis director. The request for ACT, pronounced by the SC, must be made within the first year of the thesis.-
Is it possible to organize a videoconference defence (article 19, paragraph 4 of the decree of May 25th, 2016)?
Yes.
